A Debate on the Decline of the IAS

The article titled “Appraising the IAS on Civil Services Day: Decline in the Quality of the IAS Cannot Be Denied” by Uday Kumar Varma has struck a chord and evoked responses from those who have had distinguished careers as members of the Indian Administrative Service, as well as from officers of other All-India Services and the Defence Forces.

Uday Kumar Varma, a 1976-batch IAS officer of the Madhya Pradesh cadre, served as Secretary, Ministry of Information and Broadcasting; as a member of the Central Administrative Tribunal (CAT); and as a member of the Broadcasting Content Complaints Council, a self-regulatory body for general entertainment channels. As Secretary, I&B, he spearheaded the nationwide digitisation programme.

Kewal Krishan Sethi, a 1963-batch IAS officer of the Madhya Pradesh cadre, is regarded in knowledgeable circles as one of the most upright officers. He has carried the debate forward after Varma set the ball rolling.
Sethi served as Chairman of the Board of Revenue, Madhya Pradesh; Chief Secretary, Manipur; and Head of the National Commission for Linguistic Minorities (NCLM).

The Steel Frame and Its Corrosion
A very thought-provoking write-up by Shri Uday Kumar Varma. He writes feelingly about the rusted and corroded steel frame. From its heights, it has plunged and is now deep in trouble, being assailed by the people for its alleged nexus with corrupt politicians. Much was expected from the services, but they have let down the people. “Most of the cognoscenti sincerely believe the ‘steel frame’ to have already fatally corroded,” he says.

Serious doubts have been raised from time to time about the relevance and efficiency of the services, especially the IAS. He goes on to say that a handful of officers, in their ugly and reprehensible pursuit of power, have denigrated the lofty ideals of the service. A little later, however, he expands this “handful” to “many of the members”. The “services” referred to earlier are sought to be mollified by saying that “the isolation of IAS can be primarily traced to their patronising and condescending attitude towards their sister All India Services”.

Of course, the manipulation of politicians and their pernicious political interests comes as a handy tool to be mixed with the arrogance of the IAS. A little later, the number again dwindles when he says that there are “still a large number of extremely competent officers whose integrity and commitment is beyond question” and only a “few unrepentant and unrelenting black sheep”.

So, where does that leave us? Is the whole lot bad and on the way out, or can the extremely competent personnel still pull the service around? The bottom line is that members of other services are coming forward and that “today the representation of the IAS in central staffing is at an all-time low and it is likely to be even less represented in times to come”.

It is not my intention to defend the IAS, as I have already been denied this privilege by the assertion that “those who defend this service on this count are not so different from the ostrich that buries its head in the sand and denies the existence of a storm”. This is reinforced by a statement I read somewhere that the brain of an ostrich is smaller than its eye. I would not like to be in that company.

Yes, the black sheep are there. But are the other services all white—paragons of virtue and diligence, with officers keen on taking India towards an ideal society? Do they not dance to the whims of politicians? Are they all development-oriented, with their only concern being the creation of a model society?

Perhaps not. But stories about the IAS receive publicity that is often denied to other services. It merely reinforces the popular adage: “Give a dog a bad name and hang him.”
It is a cut-throat competition out there, and let the “worse” man win. The criminal mafia is very much there, and it is certainly not due to the doings of IAS personnel. Singling out one service for all the ills of society is simply not convincing.

The Changing Position of the IAS
Yes, the IAS is losing its supremacy vis-à-vis other services. The underlying reasons may be manifold and not merely the alleged arrogance towards personnel from other services.
Ever since the Supreme Court, in its wisdom—or lack of it—decreed that all All-India Services are equal and none is superior, the hold that the erstwhile steel frame exercised has been loosened.

If the IAS still has the privilege of being considered synonymous with government in the districts, it is due to the intricacies of governance. Much as the generalist is decried by the specialist, the generalist has his own merits, which refuse to let the cadre fade into oblivion.
The Prime Minister, in the address referred to in the article, called upon the services “to inculcate a ‘people-centric’ and ‘development-centric’ mindset and to assess their success not in terms of what they are able to do for themselves but instead what they have been able to do for the nation.”

The generalist is best placed for a people-centric approach, quite distinct from the specialist, who is trained primarily in a technology-oriented approach. This is not to belittle the importance of specialisation, but to assert that the so-called generalist has his own specialisation, which deserves to be given its due.

The Real Issue: Erosion of Values
But to return to the point at issue—the decline in the standards of the service—it is an undeniable fact that morality has been eroded over the years. This is true of society as a whole, and no one has remained untouched by the phenomenon.

The presence of a black swan, even though rare, does not disprove the existence of white swans. Similarly, the presence of black sheep does not rule out the existence of white sheep capable of producing white wool that can be dyed in all shades, including black. The fault probably lies with the dye and not with the sheep.

It follows that we must take care of the dye and not the sheep.

But where does the dye come from?

If we look closely at developments since India attained freedom, we will notice that sectionalism has been given preference over integration.

Recall the case of Japan at the time of the Meiji Restoration. Japanese society was very much divided into mutually exclusive categories. With one stroke, the new dispensation did away with such sectionalism and declared all Japanese to be equal. The call for patriotism became the war cry of the new regime. No privileges, no special treatment and no discrimination became the norm. The non-privileged were expected to pull themselves up rather than be propped up by the State.

We did not.

We created sections, created discrimination, allowed differences to grow and glorified them. We developed the pet theory of celebrating diversity.

The new rulers, who had depreciated the British policy of divide and rule, followed in its footsteps, enshrining sectional distinctions in the Constitution they drew up—not in a hurry, which might have provided an excuse for short-sightedness, but at leisure, over a period of more than two years.

While making loud protestations about moral behaviour, they worked against it by continuing policies that exalted material possessions over noble virtues. The pursuit of rapid economic growth through heavy industry and a guided economy led to the neglect of character-building, which is the adornment of a noble and progressive society.
This is not an essay on economics. The point is merely to underline how the path we chose led downhill as far as morality was concerned.

The enforced correction of that path in 1991 merely made matters worse as the pendulum swung to the other side. Consumerism has been on the rise, and the worship of the God of Mammon has taken hold of people at large.

Those who enter the higher civil services come from this very society. They are not outsiders. This is true of all the services and not merely the All-India Services. In fact, it is true of all people, whether in government or outside it. No one who has even an iota of opportunity to participate in the system is completely excluded from its influence.

Mission Karmayogi and the Road Ahead
All said and done, Mission Karmayogi is welcome. At least someone has thought about issues of ethics and values and tried to place them at the top of the agenda.

The new education policy is also welcome since it talks about the virtues of the past—the distant past—and the values associated with them.

Obviously, there are difficulties. It is an uphill task.
The lack of opportunities for the virtuous to reach the decision-making level is a major hindrance. The old generation, steeped in an inherited and outmoded mindset that cares primarily for procedure, process and formalities, often remains oblivious to the needs of society, the need for coherence, the need to restore spiritual well-being and, finally, the importance of patriotism and nationalism.

Changing this mindset will require a coordinated approach involving all sections of society. Perhaps starting at the school and college level would ease the process, though it is likely to take time.

Let us hope that we can reform the recalcitrant and usher in people-centric, society-centric and morality-centric conduct in our daily lives, in the discharge of our official duties and in our behaviour outside the office.

The steel frame may have suffered corrosion, but the answer is not to discard the frame. The answer is to identify the forces that are corroding it—and to address them.

### इस्पाती ढाँचा और उसका क्षरण
श्री उदय कुमार वर्मा की एक अत्यंत विचारोत्तेजक रचना। वे जंग लगे और क्षरित हो चुके इस्पाती ढाँचे के बारे में भावपूर्ण ढंग से लिखते हैं। अपनी ऊँचाइयों से वह गिर चुका है और अब गहरे संकट में है—भ्रष्ट राजनेताओं के साथ कथित गठजोड़ के कारण जनता द्वारा उस पर प्रहार हो रहा है। सेवाओं से बहुत अपेक्षाएँ थीं, किंतु उन्होंने जनता को निराश किया है। वे कहते हैं, “अधिकांश जानकारों का ईमानदार विश्वास है कि ‘इस्पाती ढाँचा’ अब घातक रूप से क्षरित हो चुका है।”

समय-समय पर सेवाओं—विशेषकर IAS—की प्रासंगिकता और कार्यकुशलता को लेकर गंभीर संदेह उठाए गए हैं। वे आगे कहते हैं कि कुछ मुट्ठीभर अधिकारियों ने सत्ता की अपनी कुरूप और निंदनीय लालसा में सेवा के उच्च आदर्शों को कलंकित किया है। किंतु थोड़ी देर बाद वे इस “मुट्ठीभर” को बढ़ाकर “अनेक सदस्यों” तक विस्तारित कर देते हैं। पहले जिन “सेवाओं” का उल्लेख था, उन्हें यह कहकर सांत्वना देने की कोशिश की जाती है कि “IAS का अलगाव मुख्यतः उनकी अपनी सहोदर All India Services के प्रति संरक्षकतापूर्ण और उपेक्षापूर्ण रवैये से जोड़ा जा सकता है।”

निस्संदेह, राजनेताओं की जोड़तोड़ और उनके विनाशकारी राजनीतिक हित IAS के अहंकार के साथ मिलाकर उपयोग में लाए जाने वाला एक सुविधाजनक औज़ार बन जाते हैं। थोड़ी देर बाद संख्या फिर घट जाती है जब वे कहते हैं कि “अब भी अत्यंत सक्षम अधिकारियों की एक बड़ी संख्या है जिनकी ईमानदारी और प्रतिबद्धता संदेह से परे है” और केवल “कुछ अपश्चातापी और अडिग काली भेड़ें” हैं।

तो फिर हम कहाँ खड़े हैं? क्या पूरा समूह ही खराब है और समाप्ति की ओर है, या अत्यंत सक्षम लोग अब भी सेवा को संभाल सकते हैं? मूल तथ्य यह है कि अन्य सेवाओं के सदस्य आगे आ रहे हैं और “आज केंद्र में स्टाफिंग में IAS का प्रतिनिधित्व अपने न्यूनतम स्तर पर है और आगे के समय में इसके और भी कम प्रतिनिधित्व की संभावना है।”

मेरा उद्देश्य IAS का बचाव करना नहीं है, क्योंकि इस अधिकार से मुझे पहले ही वंचित कर दिया गया है—यह कहकर कि “जो लोग इस आधार पर इस सेवा का बचाव करते हैं, वे उस शुतुरमुर्ग से बहुत अलग नहीं हैं जो रेत में अपना सिर गाड़ लेता है और तूफान के अस्तित्व से इनकार कर देता है।” इसे उस कथन से और बल मिलता है जिसे मैंने कहीं पढ़ा था कि शुतुरमुर्ग का मस्तिष्क उसकी आँख से भी छोटा होता है। मैं उस संगति में नहीं रहना चाहूँगा।

हाँ, काली भेड़ें मौजूद हैं। लेकिन क्या अन्य सभी सेवाएँ पूरी तरह श्वेत हैं—सद्गुण और परिश्रम की प्रतिमूर्ति, और ऐसे अधिकारी जिनकी उत्कंठा भारत को एक आदर्श समाज की ओर ले जाने की हो? क्या वे राजनेताओं की मर्जी पर नहीं नाचते? क्या वे सभी विकास-उन्मुख हैं, जिनकी एकमात्र चिंता एक मॉडल समाज का निर्माण है?

शायद नहीं। लेकिन IAS से जुड़ी कहानियों को वह प्रचार मिलता है जो अक्सर अन्य सेवाओं को नहीं मिलता। यह बस उस लोकप्रिय कहावत को पुष्ट करता है: “कुत्ते को बदनाम करो और उसे फाँसी दे दो।”
बाहर गला-काट प्रतिस्पर्धा है, और “ज़्यादा खराब” आदमी को जीतने दो। आपराधिक माफिया पूरी तरह मौजूद है, और यह निश्चित रूप से IAS कर्मियों के करतूतों के कारण नहीं है। समाज की सारी बीमारियों के लिए किसी एक सेवा को अलग से दोषी ठहराना कतई विश्वसनीय नहीं है।

### IAS की बदलती स्थिति
हाँ, IAS अन्य सेवाओं की तुलना में अपना वर्चस्व खो रहा है। इसके पीछे के कारण अनेक हो सकते हैं और केवल अन्य सेवाओं के कर्मियों के प्रति कथित अहंकार ही नहीं।
जब से Supreme Court ने—अपने विवेक से, या उसके अभाव में—यह निर्धारित किया कि सभी All-India Services समान हैं और कोई भी श्रेष्ठ नहीं है, तब से उस पकड़ में ढील आई है जो पूर्ववर्ती इस्पाती ढाँचा कायम रखता था।

यदि IAS को अब भी जिलों में सरकार का पर्याय मान लिए जाने का विशेषाधिकार है, तो वह शासन की जटिलताओं के कारण है। विशेषज्ञ द्वारा सामान्यज्ञ की जितनी भी निंदा की जाए, सामान्यज्ञ के अपने गुण हैं, जो कैडर को विस्मृति में जाने से रोकते हैं। लेख में उल्लिखित संबोधन में Prime Minister ने सेवाओं से आग्रह किया कि वे “ ‘जन-केंद्रित’ और ‘विकास-केंद्रित’ सोच को आत्मसात करें और अपनी सफलता का आकलन इस आधार पर नहीं करें कि वे अपने लिए क्या कर पाते हैं, बल्कि इस आधार पर करें कि उन्होंने राष्ट्र के लिए क्या किया है।”

जन-केंद्रित दृष्टिकोण के लिए सामान्यज्ञ सबसे उपयुक्त है, जो विशेषज्ञ से भिन्न है—विशेषज्ञ मुख्यतः प्रौद्योगिकी-उन्मुख दृष्टिकोण में प्रशिक्षित होता है। इसका उद्देश्य विशेषीकरण के महत्व को कमतर बताना नहीं, बल्कि यह प्रतिपादित करना है कि तथाकथित सामान्यज्ञ का भी अपना एक विशेषीकरण होता है, जिसका उचित मूल्यांकन होना चाहिए।

### वास्तविक मुद्दा: मूल्यों का क्षरण
लेकिन मुद्दे पर लौटें—सेवा के मानकों में गिरावट—तो यह निर्विवाद तथ्य है कि वर्षों में नैतिकता का क्षरण हुआ है। यह बात पूरे समाज पर लागू होती है, और इस परिघटना से कोई भी अछूता नहीं रहा।

काले हंस की उपस्थिति, भले ही दुर्लभ हो, सफेद हंसों के अस्तित्व को असत्य नहीं ठहराती। इसी तरह काली भेड़ों की उपस्थिति, उन सफेद भेड़ों के अस्तित्व को समाप्त नहीं करती जो सफेद ऊन पैदा कर सकती हैं, जिसे काले सहित सभी रंगों में रंगा जा सकता है। दोष संभवतः रंग में है, भेड़ में नहीं।

अतः हमें भेड़ों नहीं, रंग का ध्यान रखना चाहिए।

लेकिन रंग आता कहाँ से है?

यदि हम भारत की स्वतंत्रता के बाद से हुए विकासक्रम को ध्यान से देखें, तो पाएँगे कि एकीकरण पर वर्गवाद को प्राथमिकता दी गई है।

Meiji Restoration के समय जापान के प्रसंग को याद कीजिए। जापानी समाज परस्पर बहिष्कृत श्रेणियों में बँटा हुआ था। एक ही झटके में नई व्यवस्था ने ऐसे वर्गवाद को समाप्त कर दिया और सभी जापानियों को समान घोषित किया। देशभक्ति का आह्वान नए शासन का युद्ध-घोष बन गया। कोई विशेषाधिकार नहीं, कोई विशेष व्यवहार नहीं, और कोई भेदभाव नहीं—यही मानक बन गया। जिनके पास विशेषाधिकार नहीं थे, उनसे अपेक्षा की गई कि वे स्वयं उठ खड़े हों, न कि राज्य द्वारा सहारा दिए जाएँ।

हमने ऐसा नहीं किया।

हमने वर्ग बनाए, भेदभाव बनाया, अंतर को बढ़ने दिया और उन्हें महिमामंडित किया। हमने विविधता का उत्सव मनाने का प्रिय सिद्धांत विकसित किया।

नए शासकों ने, जिन्होंने ब्रिटिशों की divide and rule नीति की आलोचना की थी, उसी के पदचिह्नों पर चलते हुए, अपने द्वारा निर्मित Constitution में वर्गीय भेदों को प्रतिष्ठित किया—किसी हड़बड़ी में नहीं, जो निकटदृष्टि का बहाना बन सकती थी, बल्कि इत्मीनान से, दो वर्ष से अधिक की अवधि में।

नैतिक आचरण के बारे में ऊँचे-ऊँचे दावे करते हुए, उन्होंने उसके विरुद्ध काम किया—ऐसी नीतियाँ जारी रखकर जो श्रेष्ठ गुणों के ऊपर भौतिक संपदा को स्थापित करती थीं। भारी उद्योग और निर्देशित अर्थव्यवस्था के माध्यम से तीव्र आर्थिक विकास के अनुसरण ने चरित्र-निर्माण की उपेक्षा की, जो एक श्रेष्ठ और प्रगतिशील समाज का आभूषण है।
यह अर्थशास्त्र पर निबंध नहीं है। बात केवल यह रेखांकित करने की है कि हमारे द्वारा चुना गया मार्ग नैतिकता के संदर्भ में कैसे ढलान की ओर ले गया।

1991 में उस मार्ग का बाध्यकारी सुधार केवल स्थितियों को और खराब कर गया, क्योंकि लोलक दूसरी तरफ झूल गया। उपभोक्तावाद बढ़ता गया, और धन-देवता Mammon की पूजा ने व्यापक जनसमुदाय को जकड़ लिया।

उच्च सिविल सेवाओं में प्रवेश करने वाले लोग इसी समाज से आते हैं। वे बाहरी नहीं हैं। यह बात केवल All-India Services की नहीं, सभी सेवाओं की है। वास्तव में यह सभी लोगों के बारे में सच है—चाहे सरकार के भीतर हों या बाहर। जिसे भी व्यवस्था में भाग लेने का रत्ती भर भी अवसर मिलता है, वह उसके प्रभाव से पूरी तरह बाहर नहीं रह सकता।

### Mission Karmayogi और आगे का मार्ग
जो भी हो, Mission Karmayogi का स्वागत है। कम से कम किसी ने नैतिकता और मूल्यों के मुद्दों के बारे में सोचा और उन्हें एजेंडा में शीर्ष पर रखने का प्रयास किया।

नई शिक्षा नीति का भी स्वागत है, क्योंकि वह अतीत—दूरस्थ अतीत—के सद्गुणों और उनसे जुड़े मूल्यों की बात करती है।

स्वाभाविक है कि कठिनाइयाँ हैं। यह एक कठिन चढ़ाई है।
सदाचारी लोगों के लिए निर्णय-निर्माण के स्तर तक पहुँचने के अवसरों की कमी एक बड़ी बाधा है। पुरानी पीढ़ी, जो विरासत में मिली और कालातीत हो चुकी मानसिकता में रची-बसी है और मुख्यतः प्रक्रिया, प्रोसेस और औपचारिकताओं की चिंता करती है, अक्सर समाज की आवश्यकताओं, सामंजस्य की आवश्यकता, आध्यात्मिक कल्याण की बहाली की आवश्यकता और अंततः देशभक्ति तथा राष्ट्रवाद के महत्व से अनभिज्ञ बनी रहती है।

इस मानसिकता को बदलने के लिए समाज के सभी वर्गों को शामिल करते हुए समन्वित दृष्टिकोण की आवश्यकता होगी। संभव है कि स्कूल और कॉलेज स्तर से शुरुआत करने पर प्रक्रिया आसान हो, यद्यपि इसमें समय लगना तय है।

आइए आशा करें कि हम जिद्दी प्रवृत्तियों में सुधार कर सकें और अपने दैनिक जीवन में, अपने आधिकारिक कर्तव्यों के निर्वहन में, तथा कार्यालय के बाहर अपने व्यवहार में—जन-केंद्रित, समाज-केंद्रित और नैतिकता-केंद्रित आचरण का आगमन कर सकें।

इस्पाती ढाँचे में भले ही क्षरण हुआ हो, पर उत्तर ढाँचे को त्याग देना नहीं है। उत्तर यह है कि उन शक्तियों की पहचान की जाए जो उसे क्षरित कर रही हैं—और उनका समाधान किया जाए।
