Before the General election to a few State Assemblies in 2018, the then Chief Election Commissioner O P Rawat, had put to rest speculations on the possibility of simultaneous elections for Lok Sabha and State Assemblies by underscoring that there was no such possibility without a “legal framework”.
Answering a pointed query on holding simultaneous polls, Rawat had told news persons in Aurangabad that there is no chance at all.
The Chief Election Commissioner’s assertion was significant as it came at a time when General Elections to a number of State Assemblies were due within a few months – ahead of the 2019 Lok Sabha poll.
Rawat's assertion came at a time when speculation ran rife and there was a raging debate across the country on the feasibility of simultaneous polls for Lok Sabha and State Assemblies after the then ruling BJP President Amit Shah had advocated the idea of One Nation One Poll and wrote to the Law Commission on 13 August 2018 to push the case for simultaneous elections to the Lok Sabha and State Assemblies.

2018 में कुछ राज्य विधानसभाओं के आम चुनाव से पहले, तब के मुख्य चुनाव आयुक्त ओ.पी. रावत ने लोकसभा और राज्य विधानसभाओं के लिए एक साथ चुनाव की संभावना पर अटकलों को यह रेखांकित करते हुए विराम दिया था कि “कानूनी ढांचे” के बिना ऐसी कोई संभावना नहीं है।
एक साथ चुनाव कराने पर एक सीधा सवाल पूछे जाने पर, रावत ने औरंगाबाद में पत्रकारों से कहा था कि इसकी कोई संभावना ही नहीं है।
मुख्य चुनाव आयुक्त का यह दावा इसलिए महत्वपूर्ण था क्योंकि यह ऐसे समय आया था जब कुछ ही महीनों के भीतर कई राज्य विधानसभाओं के आम चुनाव होने थे—2019 के लोकसभा चुनाव से पहले।
रावत का यह दावा ऐसे समय आया था जब अटकलें चरम पर थीं और देश भर में लोकसभा व राज्य विधानसभाओं के लिए एक साथ चुनाव की व्यवहार्यता पर तीखी बहस चल रही थी, जब तब के सत्तारूढ़ भाजपा अध्यक्ष अमित शाह ने ‘एक राष्ट्र, एक चुनाव’ के विचार की वकालत की थी और 13 अगस्त 2018 को विधि आयोग को पत्र लिखकर लोकसभा और राज्य विधानसभाओं के लिए एक साथ चुनाव के पक्ष में मामला आगे बढ़ाने का आग्रह किया था।
